      means the extra was spent for kickbacks to the person(s) who awarded the contract, with extra funds kicked in for the contractor's fourth home (which always did need that car elevator).

      If the bridge is designed correctly and built according to the design and all specifications. Now, possible neglect  of maintenance of things like this-BIG problem.

        saying the bridge is from 1873, and has failed before. I think a 140 year lifespan is pushing it for a bridge that carries freight trains. Look at the weight limits on the side of a train car. It's something like 90 tons, IIRC. I'll take a new bridge built by the lowest bidder over a bridge built when my great-grandparents were in diapers anytime!
