    After that fiasco, some here are wising up and attaching some strings to the grand bargaining, such as a guarantee of a number of years of operation, and the number of jobs.

      The local governments had clawback clauses in their contracts with Dell, and got their money back. The state did not have clawbacks, but was paying for performance and lost less than $10 million when Dell pulled out.

      The real scandal of the deal was the gigantic size of the package, about $200 million more than Virginia offered Dell.
