      The only way to handle spent fuel assemblies is with mechanical robotic arms and plenty of shielding.  Now if you had a portable hot cell, where the person sits on the inside and the robotic arm is on the outside, well, that might be an idea....

        Removing spent fuel only requires a fuel handling machine. The problems come in if assemblies start to fall apart or can not be lifted out of the storage racks. Even worse is having an assembly fail and fuel pellets fall out, it can technically happen.

        This could cause all sorts of problems and there is some remote possibility of a criticality accident if there were to be some big failure in one of the pools.

        Things are much better at Daiichi but very far from out of the woods.

      They already have a number of robots and remote control heavy machinery in use at Daiichi. It is helping with some of the work but is severely limited in ability.

      The complexity of replacing pipes inside containment would require getting robots into the containment structures likely causing a massive new release of contamination to the work site and right now there are not any robots capable of working in extremely high radiation conditions.

      You can't just pop a robot in there capable of cutting & replacing pipes that have no flooring near them or going inside the reactor to replace the watering rings.

      This really is a huge challenge we all need to be contributing resources to, the technology to do even the decommissioning work TEPCO needs to do still need to be invented.

        Although, truthfully, I doubt TEPCO is even researching those new things. Certainly not as much as figuring out how to hide what's happening in Japan, and how to put positive p.r. on it.
