    A sizeable minority of house Repubs aren't out and out teabaggers but know that if they vote for this they'll be shut out of the caucus and primaried out of a job in 2014. Then again, if they don't vote for it, along with similar bills, they may well be general electioned out of a job in 2014. No way are all but a handful of GOP seats completely safe in today's political climate. Dems have to come at them hard and brutal from the left to get enough swing voters to get back the house. Bills like this are how to do that. Even if it fails, it succeeds.

      Dischare petitons signatures, not votes. I expect some Republicans will vote for the bill if Boehner allows it to come up but Dems are going to have a incredibly tough time getting signatures for the petition. The GOP will lose control of the floor for the consideration of the bill if the petition gets 218 signatures and there's no way anyone in the GOP caucus would want that to happen. If the bill comes to a vote, it will be completely on their schedule/terms.
