    Washington has a strict "smoking in public places" law (no smoking in any indoor public place, or outside within 25 feet of doors/windows/air inlets), and it defines:

    Smoke" or "smoking" means the carrying or smoking of any kind of lighted pipe, cigar, cigarette, or any other lighted smoking equipment.
    Doesn't matter if you're smoking tobacco, pot, or kinnikinnick.

    In addition, Washington prohibits (misdemeanor) smoking pot in any outdoor public space. So you can walk down a sidewalk smoking a cigarette, but not a joint.

    In Washington a lot of bars have fenced/enclosed outside seating areas for smoking. Not clear if pot is OK there or not, that'll end up getting decided in court eventually.
