    The database not correctly pulling out the names is NOT a 19th-century system. It's a 21st-century system, but they probably hire either party hacks/someone's nephew or the lowest bidder to write the code, and/or people in the clerk's office who set the specs for what to print and have no idea what they're doing, and no way to check.

    In other words, incompetence, not necessarily bad systems.

      The database codes the 17-year-old voters and they will not have to vote provisional on election day. There should be systems available already built that Philadelphia could use. Were they short on funding? I don't know the particulars, but it seems like this could be solved with the right tools.
