    this situation?  Yes, it would be nice if we - as in the gummint - would honor the few treaties we haven't broken irrevocably and pay reparations for what has been stolen (and I'm just talking the food, cattle, etc they were supposed to have been provided by treaty - not the land itself which is one of those irrevocables) over the decades - but the likelihood is slim to none.  So what can be done?  What industry/programs can be started to make the reservations self-sufficient and/or bring in the money to do so?  Build wind generators and sell green energy?   Set up a (hopefully not insulting or degrading) tourist mecca?  I send what I can to help - and while I've never been in this kind of trouble, I've definitely been in places where the urgency of food on the table or wood for the fire blotted out all interest in long-term fixes - but a long-term plan gives hope and the energy to live through it.
