    Why do you think telcos are against net neutrality and are already throttling, capping and metering bandwidth or charging per MB? They're afraid that public access content will take over peoples' viewing time without paying for it. Their business model depends on subscription fees and ads paying for high-budget content with everyone else forced onto a much slower internet.
