      Clinton even warned W in person before the inauguration that al Qaeda was the biggest threat to the country, but W smiled and said he didn't agree.

      I would argue that they let the country get attacked through deliberate malfeasance, GW Bush letting the Cheney PNC influence his decision to ignore "...bin Laden determined to attack within the United States..." and also to ignore the warnings of the Clinton administration about where the clear and present danger was.

      It sure wasn't Iraq, but Cheney was lusting after that oil, and Bush was weak enough to outsource foreign affairs to Cheney.

      I guess that may be incompetence of some sort...  :-)
