      However, every state is different on the division of services that are offered in the centers. Kansas for instance, doesn't have any Unemployment staff in the offices(They have the aforementioned wreck of a call center) rather, employers can always request a rapid response team - composed of One stop center staff and UI staff member - to come out and talk to their about to be laid off workers. You could be laying off 10, 500 or closing down as Hostess did.

      It's useful to have UI staff on these visits because the system is not always highly functioning and calling into the call center to get a question answered is often a matter of hours or even days.

      One stop center staff can provide information about job search, set up job fairs with local employers(as is happening in this case) and provide information about training.

      Generally, any employer about to lay off workers can and should request a rapid response from their state.

      This rapid response for Hostess workers is a combination of Kansas Dept of Labor(UI rep), Department of Commerce staff(One Stop workers) and the local agency that actually operates the one stop offices. In Kansas, one stop management and the WIA funding program are privatized.

      So it's a mix of two different state agencies and a private company providing assistance during this rapid response.

      I always encourage companies to request assistance from their state when they have to layoff: It's free, it gives something additional to the employees that you're about to take their job away from and it can really provide a much smoother path in the unemployment application process for those workers.
