    disagreement there. Like I said above, you could offer matching funds to States and locales that utilize the Federal framework and streamline the method of transferring results to cooperating entities. It'd be fairly easy to have a single federal ballot template that States and locales could either add to or submit additions to.

    I don't doubt there's plenty of room for plenty of problems, but the deeply uneven nature of the current voting system leaves a ton of room for improvement if implemented by civil servants.
