    If you don't mind 2 more questions, how do they reconcile? By voting again? also, is an unfunded mandate something that is in the budget but didn't get an appropriation bill passed or is that something else altogether?

      If the two bills are similar enough one house can just take a vote to adopt the other one's version.   The House and the Senate each have their own Budget Committee.  They can form a joint committee and come to an agreement or a compromise.  

      The political party composition in Congress is important too.  If the House and Senate are controlled by the same party  there's a good chance that differences will be resolved.  With a Republican majority in the House and a Democratic majority in the Senate, reconciliation is more difficult.  

      The government was designed to make people with opposing positions cooperate and it has worked pretty well except for just one civil war.  Ha!  Today, the Republicans use tactics in Congress that make it impossible to reach agreements.  It's almost like a civil war but a cold war.  Just propaganda, competition, and gamesmanship.  

      I'm not sure exactly what an unfunded mandate is.  I think it has something to do with the power of the federal government to enforce the constitution and to amend it, without having to rely on appropriations.  The only thing I can think of is the amendment that gave women the right to vote.  It's a decision based on authority and it doesn't depend on funding to implement it.

        requiring something to happen, like special education, but no funding is given to the states, or maybe it is just a little funding, but not enough to cover the whole thing.
