    be expected to know?  She takes money & vouchers (or whatever) in an endless cafeteria line for probably 90 minutes.  

    She's a cashier.  She's probably told she has to process X number of kids per hour.   She shouldn't be expected to do social work intake in such a situation, and I'm certain she's not paid for it.

    Her own economic security is likely so tenuous that she probably does not even dream of asking a supervisor about a kid who isn't paying.  

    With what happened in Connecticut today, I hope some school districts get some perspective about what is really important.

      because her management should have done their job and trained her properly.  That's part of Human Resources, telling your employees important information for the smooth running of the business.
