    Cities like Pittsburgh and Seattle are notoriously rainy, and are at fairly northern latitudes.  But if you were to put a small vertical wind turbine on those roofs, then you'd see some serious results.  This goes double for areas with legendary wind, like the northern Great Plains.  The bottom line is that any national program to install decentralized renewables at homes should involve a technical evaluation of each location to determine the optimal technology.  The calculations involved in these evaluations could be fairly standardized and easy.
