    Remember that she succeeded Moscone after his assassination. ALso remember she vetoed domestic partner legislation in 1983, seeing her own statewide political ambition as more important that Moscone and Milk's legacy.

          if she's doing it because it will means she wins the lottery.

          If she can introduce a bill, get it going in the do-nothing Congress, and start to make even the smallest bit of progress on this horrific situation, whatever her motives or potential gain from it are irrelevant.
