    giving up their guns without compensation.

    Everyone should be familiar (by now) with the Australian gun buy-back program after the Port Arthur massacre. Around 700000 weapons were returned and destroyed, but little resentment was felt because gun owners weren't left out of pocket.

    A weapon buy-back program could be funded by a short term levy on the wealthy and reimburse owners at market prices + 10-20%

    Why the bonus? It would help remove Saturday night specials from circulation (I believe). An extra incentive to return one of the more common weapons of choice. Current owners of such weapons might double or triple their money by handing them in.

    There should be a strict time limit on such a scheme. Given that the American problem is orders of magnitude greater than Australia's was, four or six years grace might be appropriate.

      I read an article (which I dont' have handy) about the buy-back programs in Oakland & San Francisco. Those were included in the article I cited. Since it summarized several different programs around the country, there were no doubt different payment arrangements.

      But beyond that, I don't understand your objection. If someone wants to give up their firearm to the authorities without compensation, I certainly have no problem with it. It's their choice. While it's true we would probably have to buy-backs if we ever got really serious about removing existing firearms from circulation, keep in mind that we're a long ways away from that. What happened in the article is happening with existing programs that were kind of unprepared from the level of firearms surrenders. We're still at the beginning stages of turning around the US saturation with firearms.
