    Which makes the second question moot.  

    We do not know how much greater the odds are.  Are responses to violence and crime and mental/behavioral illness have been punitive and controlling for a long time.  

    We are in a new phase of dealing with these issues, I think.  We are collecting data and thinking about prevention. There is lots of stuff we do not know.
