    Uh, no.

    This isn't a labor negotiation, where the NLRB has lots of regulations in place on how offers are constructed and tendered, and deviation therefrom is an Unfair Labor Practice and therefore illegal.

    Obama is perfectly free to withdraw his "offer" at any time.

    As is Boehner.

    Both sides are probably (if smart) playing the "I'd like to, but the crazies in my party won't go for it" game.

    And both sides activists (many here, and equivalent factions at RedState) won't consider anything other than total capitulation by the other side, to be acceptable.  (And will view any compromise as total capitulation by their own side).

    Politics 101, folks...

           But if you've ever had to negotiate over anything of significance, the two that I cited are "rules", albiet unwritten. Obama is free to withdraw his offer. And look like the fool that he is not. Once it's out there, it stays.
            Have you ever been involved in a life and death negotiation? I am honestly curious as to whether you have.

      The Republican motto: "There's been a lot of progress in this country over the last 75 years, and we've been against all of it."
