    had precinct captains routinely help the poor, not just with cash for the poor for votes that helped the rich, but food, doctor's visits, etc.

    The poor received very little in comparison, but they weren't thrown to the wolves either.    Tammany Hall understood money talks, but it also understood that voters voted.
