    Not all MH police conflicts are preventable. However the incidence and severity can be reduced with appropriate training (and selection) of employees.

    What is particularly troubling about this case is that Downs patients (as do schizophrenics) tend to have a lower risk of violence than the population at large. In some respects this kid was a victim of "walking while brown."

    Clearly a case of where the deputy did not assess the scene correctly and also ratcheted up his level of response without thinking.

    This is really a disability rights case.
