    But it seems like that very thing is happening, albeit in slow motion. Humans have always tended to migrate, especially the very hungry ones. Of which there is no shortage today. National borders control these flows up to a point, but that's getting more difficult to do.

    What defines a "nation"? Geographical boundary lines (dotted lines) are often arbitrary and unnatural, drawn too sharply to reflect the actual cultural distinctions they are meant to represent. A system of laws and codes perhaps? Licenses and privileges and penalties, acceptable rules of behavior.

    These are gradually breaking down internally in many nations, due to various pressures of globalization. Actual physical boundaries remain intact, but are less and less relevant to the identities of the cultures they circumscribe.
