    I really don't see where you're coming from here.  "If deemed necessary" doesn't carry a connotation one way or the other.

    The rest of the memo makes it pretty clear that the warning was about this group or individual.

      I don't think so.

      In either case it would appear that the government was legitimizing the actions of terrorist organizations by agreeing that assassination of OWS leaders might be necessary.

      The language is very disturbing. It's what led me to conclude (and I have walked back from that conclusion so as not to over state the case) that someone associated with DHS was actually considering the possibility of assassinating OWS "leaders".

        The sentence is about the person or people they wrote the warning about.

        That's really a bizarre misreading of the language.  We talk about others "deeming" things wrongly all the time, as in "the Soviets deemed this peaceful dissident a threat to their security" or "the Catholic Church deemed Galileo's teachings subversive."  There's no connotation of agreement with the party who "deems" someone to be something.
