    Our founders hated political factions and frequently railed against them because their goal was always self-preservation, not the common good. They designed a bi-Cambrial system and gave a separately elected President, veto power, to get in the way of party rule.  They did not envision that this system coupled with mature political parties would result in a government that was incapable of action unless one party controls all three levers of power. It is a testament to the civic mindedness of so many of our elected officials that we managed to function this long with a such a cumbersome system that makes Democratic rule nearly impossible.
