    if the dude was a Democrat and got pulled over for DUI -- $250 is a slap on the wrist (driving solo in the carpool lane is a far higher fine here in California). The guy can afford to hire a car service for a year. (As for not driving for a year, my spouse and I went for over 2 years without a car and did just fine, thank you very much.)

      income? They used to do that in Finland, leading to $10,000 speeding tickets. I don't know if they still do that. Anyway, so he got of easy in the land of crime and excessive punishment. My sister went 25 years without a car, but she is only a few blocks from a subway station, and I had a friend who lived in his car for two years, so I am not clear on your point.
