    Some states require nothing but a background check, and that is full of holes.  The training requirements vary hugely.  It used to be that CCW licenses were on a "may issue" basis, where judges or police chiefs could deny a license for reasonable cause.  Now there is NO option for police chiefs or judges to deny a license even though they may know about situations that don't show on the usual background checks-i.e. mental health, domestic violence, a series of arrests but no convictions, etc.  THAT has to change back to the old system.

      It can also lead to a situation where the local chief simply refuses to issue a license to anyone who isn't connected. That is, in fact, exactly what happens in may-issue states like California and New York right now. A better solution is to add mental health and domestic violence to the disqualifying criteria.
