    USE less energy, because to the extent that you do, there will be fewer spills and lower greenhouse gas emissions.

    Precisely to the extent that we as Americans use energy, we are responsible for the environmental damage it causes.  That's true of the gasoline and diesel we use to drive around, the natural gas we use for heating and cooking - and also for the (nonzero) impact that a PV panel has.

    The only zero-impact mitigation strategy is conservation.  Which doesn't mean at all that converting to non-CO2-emitting energy sources is a bad idea - it isn't.  But the most cost-effective place to start is with demand reduction.
