    changing AND changing the process by which votes are put together in a district. You're looking at the constiutents as though they're rational actors. In this instance, they are not.  You cannot "outnumber" a district that is set in it's composition unless Dems manage to change the process by which the composition is configured.

    It's the people who are the problem here.  And regarding the issue of "tribal alliances" even having more young people may not necessarily help Dems. See West Virginia which is turning very red. In that case, young people and changing demographics are going to do exactly jack for Dems there.
