    ...because it required voluntary participation on the part of major oil producers during World War II.  The govt didn't have the power to simply freeze the market.  Restrictions on consumption were hugely contentious even during a genuine emergency like that.  Does anyone here seriously think oil producers will have any part in rationing now?  Conservation was a viable option concerning climate change in the 70's and 80's, and we got Reagan's sunny obliviousness instead.  The producers and profiteers won the day in a landslide.  What, after all, were minivans, if not the first SUVs--passenger vehicles classified as trucks, and therefore not subject to mileage restrictions?  Oil producers will brook no limits to their freedom to sell.

      deserves cooperation from all people as we face this impending catastrophe.

      We need to maximize all approaches to reducing carbon and decreasing warming through other means (perhaps saving geo-engineering as a last-ditch attempt to prevent extinction) work, as we seek to perfect a humane and ecologically-sound balance between many painful and difficult options.
