    I remember reading that the Spartans, who valued courage above almost all things, were careful when introducing children to potentially scary experiences such as riding horses.  (Bareback, no stirrups.)  They took it in slow steps so that the child would succeed, and would not be frightened.  

    Though there are certainly people who had frightening childhoods who also grow up to be brave, it seems that building a base of confidence is the best way to go.
