Then ship it to customers. The Great Lakes Compact doesn't restrict the transportation of water for sale through the US, it only restricts the withdrawing of the water for commercial sale.

There's huge demand for water from the Great Lakes, the pressure to sell it has been around for decades.

    Water Export

Democratic Leaders must be very clear they stand with the working class of our country. Democrats must hold the line in demanding that deficit reduction is done fairly -- not on the backs of the elderly, the sick, children and the poor.

The Great Lake Compact might not say anything specific, but the 1909 International Boundary Waters Treaty does. Specifically, use of water has to be approved by the International Joint Commission. The Water Resources Development Act of the US prohibits anyone from exporting water outside the Basin (regardless of who actually extracts the water) without the approval of all the Great Lakes governors.

If someone tried to claim that a quasi-independent island nation of rich folks would be able to do that, well, if they're all separate from the US, it wouldn't violate any treaties or alliances for Canada to deal with a rogue nation of water thieves, would it?

Because I have a feeling that's what they're after.  Why else would the big money folks be looking to buy it?
