    Even for abuse of power for a Bivens type action, under color of law, the SCOTUS gave people working in civil service an enhanced sort of sovereign immunity in the later 20th century.  We have a backscratching system that goes from the top down.  Also, for those who do make it into court in the hope of something fair happening, 80% or more of the cases are unpublished.  This was never the intent of the framers who wanted our system of justice based on England and a court of law and equity all in one.  If all case law isn't available you can't have courts of equity, as that is all based on common law.  That and the right to a jury were as important to those who fought the Revolutionary War, as that thing about taxes.  The courts have let judges take away those rights right under the noses of a public that hasn't got a clue.
