    Both seller and buyer have to go to an FFL, who charges a nominal fee for the NICS check, and in the event the buyer delays, takes possession of the firearm until the delay is resolved. The transaction would go into the FFL's bound book like any other transaction. I've heard people express a fear that requiring private sales to go through NICS would create a backdoor registration scheme.This should allay thta fear. It's no more "registered" than any other firearm purchase through a licensed dealer.
