    Right now, the presidential campaign dems put their resources in democratic areas where the congress person is a dem hoping that an increase in these numbers will carry the state.

    But if it passes, dems wouldn't be so worried about carrying the electoral votes of democratic areas (like Philadelphia in PA) and would instead put additional resources in some of the more red/swing areas.  Of course those resources would also help a democratic congressional candidate trying to unseat a republican incumbent.  So an "unintended" consequence of their plan might be more democratic representation in congress.

    I still think we should oppose it, but I do think that there may be a downside to them.
