    Democrats don't control those state legs, obviously.

    I'd like to point out that even in some Democratic states, like mine (NY), the 2012 redistricting helped Republicans disproportionately. If we hadn't been gerrymandered here (plus some inimitable NYS Dem hijinks), Democrats would have complete control of our state government, and very likely a couple less Republicans in our House caucus. 2012 was a disaster that's going to take a long time to recover from.

    BTW, the only states that currently do not assign electors winner-take-all are NE, which awards their votes by House district (Obama actually won 1 electoral vote there in 2008), and ME , which awards two votes to the statewide winner and one each to the winner of each of two districts.
