    There's plenty in there onbackground checks, mental health, research on causes of gun violence, etc. Access to assault rifles will actually not be limited - not unless Congress acts on that recommendation, and that is one of the ones they are least likely to approve.

      Mental health records are not a reliable way to control guns, but a focus on providing mental health services, and other social services, is a way to reduce the overall statistics on how many people in our population go ballistic.  As our population continues to double, statistically, we will see more and more of these, if we don't lower that statistical rate.  

      Waiting to control the gun, after the shooter forms his intention, is closing the barn door after the cows are gone.   It's a Hail Mary.   It doesn't get the job done.
