      The fact is that when the non-partisan commission was proposed by way of ballot measure (as is the way with so much important legislation here in CA) I actually voted against it. I wanted the state legislature, which was already majority-Democratic, to keep on controlling the redistrict process.

      I don't think there is a perfect way of creating legislative districts such that it can't be gamed. The solution is to be able to respond when vested interests figure out how to game the system. That at least creates some breathing room.

      California's system of ballot measures was originally created to grab political power from the Southern Pacific Railroad, which effectively controlled the state for decades. The new system worked well for a substantial period of time; social and economic conditions changed and the initiative system can often (though not always) be manipulated by the very interests that the system was originally established to suppress.

      I really would prefer that our legislature handle the heavy lifting of governance here. Term limits appear to have created a legislative system that is in effect controlled by lobbyists (not that the federal system, even without term limits, is any better).
