    does apply to all federal employees, most state and local governments, schools and banks.

    MLK day happens to be on Inauguration day this year.  Because the Constitution requires a Jan. 20th swear in, they did it today.

    The pomp and circumstance is probably planned for Monday because it's a paid federal holiday anyway, thus probably saving the government $$$ from having to shut DC down.

    But if it didn't fall on the MLK holiday, only the federal employees would be off because of security, the need to have the WMATA system and streets for the high number of visitors that day.

    That's why.
