    armaments as "theft" from the needy and from the general welfare of the nation, which is within sight of being as radical as Butler.

    But yeah, Ike's aim was more narrow, he was speaking about the ruinous costs of the cold war being waged by both sides but not on the more basic madness Butler laid out about the real purpose and function of the war machine.
