    Virtually every one of these plants without scrubbers is being slated to close rather than invest in scrubber tech. Not only that, a number of plants have switched to higher-sulfur coal because it's cheaper, and are now really exceeding the limits. And, they might get away with that until the economics of coal forces them to shutter in 2 years.
