    It sounds to me like all they are doing is accepting that when passing a budget is the correct time to debate spending cuts (duh), and that maybe threatening default is not a good idea.  But they are only extending the debt ceiling until slightly after the budget so that if they don't get what they want, they can always threaten a default again.  They don't seem to realize that once a budget is passed, it will be even more obvious to the public that they need to raise the debt ceiling to pay for the budget they just passed..
