    serve as an opportunity for those who administer the benefits to be both gainfully employed and, supposedly, do good. Without willing recipients, there can be no donors.

    That the functionaries do not understand their mission is to serve is a sign of poor management. However, given the antagonistic people in Congress, it's not surprising that the lesser ranks are sometimes dense.

    Again, human husbandry comes in many flavors.

    We organize governments to deliver services and prevent abuse.
