    He should have done this in the first place, but he doesn't really want it. That's why he offered McConnell a watered down gift, to get them all out of the real issue. They should have gone with Merkley/Udall as is. The Constitution says majority rules in the Senate, not 60 votes for every-day decision-making. (But I think it's called the "Hastert rule," after Dennis Hastert.)
