    if it weren't for the fact that filibuster reform means going back to the rules as they were about 40 years ago. It's not like Udall/Merkley proposed anything unprecedented. Nor is the process vote unprecedented, I'll bet (too late and too tired to look it up now).

    I think it's an excuse for avoiding tough votes.
