    has much influence on this debate in the Senate. He does not have a close personal relationship with Harry Reid, or any of the Democratic leadership in the Senate.

    I think the more accurate view is that Reid never wanted to change the rules of the Senate with only 51 votes, which would be  dramatic change from Senate norms. He is much more comfortable with changes passed by a bipartisan super majority.

    In addition I have never believed that the Dems actually had 51 votes for substantive filibuster reform, regardless of the public statements to the contrary.
