    strongly but not your example. Montana has only one member of Congress, so the whole state is a Congressional district with a population of 989,000. That's over 250,000 larger than the population of an average district, so Montana is somewhat under-represented in Congress.

    On the other hand it's vastly over-represented in the Senate because of it's small population. California has over 37 times the population and the same number of senators.
