    "the state as a whole" rarely makes decisions anymore. They are made by "the state as gerrymandered."

    •  Perhaps that's true, but (0+ / 0-)

      it still requires the state legislators to minimize clout.  So Mitt Romney is elected, or Obama is elected, and neither one of them gave Florida any particular weight.  The example of Chris Christie, who was on the side of anyone who helped his state, comes to mind.

      That's not even "gun control". It's more like "massacre control".
