    reallocated resources. Rather than push up turnout in places like Chicago, Cleveland, and Philadelphia, they would have invested in marginal CDs.

      somebody will run the numbers and tell us how bad this really might be. The Virginia plan was also going to allocate the two electoral votes representing each state's Senators to the candidate winning the most congressional districts. To me, that's a pretty bald way of preventing the "reallocation" stuff you're suggesting.

      The entire scam is based on gerrymandered congressional districts which mostly favor GOPers since the 2010 census. $2 billion was spent on the presidential election in 2012, and that was avoiding spending anything in most congressional districts. How much more would have to be spent to pay attention to the red state districts as you're suggesting? It's bug-eyeing just to imagine ...

      The needs of Cleveland and Philadelphia have received inordinate attention.

      We didn't leave too many stones unturned in battleground states, but as the party had less money, it's not good to have to throw a few districts in upstate NY and central California in the campaign mix.  The net effect would be that any candidate would be pulled to the right.

      Difficult, difficult, lemon difficult.
