    In the 2012 election Romney won 24 districts and Obama won 12 in Texas, but Romney was of course awarded 38 electoral votes.  Under a proportional rule similar to that used in Nebraska and Maine, Romney would have received 26 electoral votes and Obama 12 in this situation, which adds up to a loss of 12 electoral votes for Romney and a gain of 12 for Obama.  That is a shift of 24 electoral votes.  Ohio has 18 electoral votes and Iowa 6.  That's a gain the size of two key swing states.
