      If there's no budget, the federal government will shut down at the end of March.

      If the debt ceiling isn't raised, the federal government won't be able to pay its bills.

      And it would be impossible to pass any legislation (even emergency legislation that might suddenly become necessary).

      So about 2 million federal employees and 1.5 million servicemembers would stop being paid, the government would be completely paralyzed, and there would be a major constitutional crisis.
