    It's generally "safe-ish" to withhold, as long as it's clear that the money isn't being spent on something else - indicating the intent to pay if the situation is corrected. Though YMMV in different locations, so "safe-ish" = check with a lawyer.

      No need to escrow the money in the city where I fot my battles (& helped others).

      Once theer is a repair order, start with-holding. Let the judge sort it out. The landlord may end up owing You money if counter-sue for rent abatement.

      Only need to pay up when judge says pay up.

      Every city should have these laws, it brings the landlord to terms right quick.

      No heat, however, is more severe. Landlord should be in jail. All rent should be abated.

      Tenants are human beings, after all.
